Pay-Per-Message Billing
Starter and Pro merchants on the shared number pay per delivered WhatsApp message via Shopify usage billing.
How it works
- You upgrade to Starter or Pro
- Shopify prompts you to approve usage billing
- Each delivered message is charged at the rate for the destination country and message category
- Charges appear on your Shopify bill
Message categories and rates
Rates vary by country and category:

| Utility | COD verification, reminders, thank you |
| Marketing | Abandoned cart, campaigns |
| Authentication | OTP (not used by Level) |

Rate calculation
Rates = Meta’s list price + 20% markup. Billed on delivery, not on send attempt.
Approval required
If usage billing is not approved in Shopify, messages won’t send. You’ll see:
“Approve pay-per-message billing in Shopify to send on the shared number.”

Pro+ merchants with their own number have unlimited sends from Level. Meta invoices your WhatsApp Business Account directly. See BYO billing.
